Disability Rights Legal Center Publishes Cost-Free Guide to Help Families Access Benefits for Children With Disabilities
The Children's Benefits Access Guide is a comprehensive listing and explanation of health care and related benefits for children with disabilities in Los Angeles County. The Guide features helpful telephone numbers, website links, explanations of new developments related to the state budget, flowcharts and other useful information, all in one easy to locate resource. Readers can look up information in different ways, learning about the programs through the Q&A chapters, as well as charts describing benefits.

The Guide is a publication of the Disability Rights Legal Center and was funded by L.A. Care Health Plan, the nation's largest public health plan, and will benefit low-income and uninsured residents of Los Angeles County.

The 2009 Disability Mentoring Day event in Los Angeles was held in honor of long time DRLC Board Member, and disability advocate, Betty R. Wilson. Ms. Wilson has served the community for over twenty years as the Executive Director of the City of Los Angeles Department on Disability and the Director of Community Affairs. Her professional accomplishments are extraordinary: she helped establish the first Department on Disability –at any municipal government level– and works tirelessly to enforce the City’s compliance with the 1990 Americans with Disabilities Act (ADA).

The Cancer Legal Resource Center (CLRC) has a contract with the California Office of the Patient Advocate (OPA) to provide information about health care and patient rights. The OPA's support has enabled us to provide educational seminars and materials to individuals throughout California. Thanks to OPA funding, the CLRC has a new seminar on Navigating Managed Care that is available on CD and on our website.
The OPA also provides important information for patients and health consumers on its website at www.opa.ca.gov. The OPA produces a guide on How to Use Your Health Plan, available here, which contains valuable information on how to get the most from your health insurance plan, and what do if you have problems with your health plan. They also produce the Health Insurance Quality Report Cards, available here, which include rankings of the various health plans in California based on consumer satisfaction surveys.
The OPA also works with the California Department of Managed Health Care (DMHC) to ensure that Californians have access to quality health care. The DMHC is responsible for overseeing all HMOs and Blue Cross and Blue Shield health plans in California. They have an HMO HelpCenter, which provides assistance to health consumers and helps to resolve disputes between health consumers and their health plans.
